Neons aren't big waste producers, so you MIGHT be able to get away with 10. personally, I wouldn't add any more fish at all. If you add more, you shouldn't slack on maintenance. at least a 50% water change weekly, I'd say. maybe more often. not a big deal on a 10g but it's easy to get lazy.

well mabey, but it's a good guide line! But in your case it works! you will have to many fish in your 10g if you have 10 neons(even with out the beat). Any good fish person will tell you this.

1 beatta 5 neons and 3 ootos would work, robably better than 10 neons and a beatta. The big question is maintenance, filtration and decor. You'll both be pushing your luck if your habits aren't impeccable and your fitration excellent as well.

Yes, will be fine! just consider a few things..are your fish complatible. yes. are you gonna do regular water changes and have the appropriate biological filter for your tank size, mabey. There really is no "rule of thumb" for adding fish. This depends entirely on the mix of fish you choose. Although, as has been gone over, the inch rule works for small fish like neons. But you ottos are 2" so forget the rule!
