Bulb brands could probably play a role in it but to me 10000k seems to be brightest visually, got nothing to back it up other then my experiences with several bulb types.

15 to 18 watt lamps can only be so bright. New will be brighter than old.
The best solution for a deep tank, is LED or T5HO.
