then I would do lemons. BUt there are so many types of tetras that would work in there. research some and come here and we can tell you if they would work.
Personally I would make the neon tetras 15 then add 2 more guppies then something like 3 honey gouramis. I've found a trend that guppies like to harass bigger fish so watch out.
Pea puffers are best kept alone or with species that will not cause as much activity like otos so I wouldn't try it, especially with neons.

I like CichlidFins idea of more neons, say 10 or 12 & another male guppy or 2 & call it stocked. You might get away with 6 dwarf corys but that's pushing it. Then say 8 neons...
