Between all the red tape Im having to take care of as a result of my current situation (estate protection, probate, my cat discovered killed by coyote exc. exc.) I have been working on this project when I able and having to cut some corners here & there. To save time I decided to test the tank at 60% fill as-is along with the DIY stand that is supported on the bottom only by the dolly wheels and some wedged wood underneath the center support pillars. At 60% and 1100 pounds Im hoping will be enough for a general leak & stand stress test. If it holds Im going to just drain, clean and resea the inside and not worry about the 2 large moon chips on the lower end panels. With the stand unstained and unfinished it should be easy to spot a leak on the blond wood. 
I don't think I should push for a 100% test with the stand off the ground not 100% supported. The reason its on the dolly is to keep it mobile to work on becasue once I take it off the dolly's even with tank empty I will not be able to place the dolly wheel back underneath without help. So with the dolly wheel on I will test, clean, reseal, maneuver and then move to it permanent location (a tight spot) and remove the dolly wheels and fill 100%.
