30-40 gallon tank stocking

I was thinking about making a small peaceful SA 30-40gal cichlid tank consisting of

Angels
Rams
Flags
Discus

Now I know the Discus might be a bad idea, but I was thinking about getting a tall tank. Would the attitudes conflict? I will not be too upset if I can't fit a discus in there. How many of each fish could I put in a 30? In a 40? What kind of plants should I use? Substrate? Food?
 
Angels and neons don't work together. When the Angel gets larger it will eat the neons.

I would say no discus. A 30-40g tank is pushing it with both angels and discus... And, if you're trying discus out for the first time, it's best to get a tank that revolves around discus and one that can house 6 adults comfortably, (discus with minimal clean up crew in a 55g barebottom w/ at least every other day water changes or a 75g community revolving soley around the needs of the discus with weekly water changes at least). I don't know much about flags, but they may not be able to cope with the higher temperatures discus require, so it would definetly be something to look into.
