hey i have a 30 gallon i want to make salt water (not reef) with some clown fish and damsel fish what all do i need for it to be successful and nice looking

You're going to need sand, salt, live rock, testing equipment, lights, and I'd suggest a protein skimmer.
if i get a good filter and skimmer do i have to have live rock? and the fish i want to put in there are clownfish, damselfish, and one firefish...is this ok? how many clowns and damsels can i put in there?
