With your current stock list and tank specs I would say if you want to do weekly 25-30% water changes, that would be fine.
If you want to do bi-weekly, make sure to do 40-50%.
I would not suggest doing more than that as this can shock your fish.
A second filter is something I would recommend.
My rule of thumb has always been 2-3x the size of my tank will be the filtration.
1 Penguin 350 = 75 gallon tank.
2 Penguin 350 = 150 gallon tank.
If you have gravel in the tank you would be closer to the 3x the tank size.
Too much filtration is never a bad thing
Water changes are the biggest part of being a successful fish keeper.
Just make sure to do them and your fish will be around for you to enjoy.
