Some water flow is a good thing. For one thing, if you have a lot of light and blow CO2 you will need to be pretty fastidious to keep algae out of the tank. Water movement tends to discourage some types of algae from getting a foothold on your plants/gravel. Also, you don't need mega-wattage lights to have a wonderful planted tank. You just might find that you get tired of pruning the vegetation every week!

On the CO2...I have CO2 bottle and solenoid, but you can use CO2 bottle and a bleed valve if you find the right setting/bubble rate and shut it off at night with a cutoff valve. A way to measure pH will be a must for that setup.

You may eventually want to go with bottled CO2...I got tired of brewing after about a year. I found my welding bottle at a yard sale for 12 bucks. A regulator from the welding supply shop was about 50 bucks but probably could be had again through scavaging the "green sheet".

You can probably check your tap water with a chloramine test kit and if you find none, your water company may not be using this as a disinfectant. My water co. uses chlorine and so de-chlor does the job. I found a source of Sodium Thiosulphate ("active" ingredient in de-chlor) and I think for about $15 I got enough to make 2 gallons of the stuff (in case you're using that).
