The tank is full, but being that it's already stocked.... here's my thoughts.
Your bala will soon outgrow the 29 gallon, and they can be a bit too skittish for the current set-up you've got... but I'm sure you've already been told that if not have been seeing it for yourself. I'm not too sure on what a dino-eel is so can't give a fair thought there.... but my thoughts are to be a little skepticle about keeping the frogs with them, they may end up a nice snack for the eels.
Angels like to be in groups of 3+, that is until they pair up (if they do) but keep in mind, 29 gallons is too small for 3 of them.... 1 in a 29 gallon is ok. Generally, you're best with 1 in at the very least minimum, a 20 gallon.... even though that's stretching it, a 29/30 is probably more comfortable and it's best to keep an additional one PER 10 gallons of water in addition to that...... The tank needs to be big enough or you'll have some pretty nasty fights over hierarchy and/or pairing up issues (if you wind up with a breeding pair). They should also be provided with ample plant coverage.
I'll also agree, you should only keep 1 RTBS (and no more) in a 29 gallon otherwise there will be fights as these are very aggressive to their own and other similar looking fish and can be even moreso as the fish matures (provided you buy a youngin).... in addition, you would need a huge tank if you wanted a school of these but this doesn't seem to be your case

. Provide lots of caves for this guy, the red tailed shark establishes a territory and defends it's place aggressively. The older the fish gets, the more aggressive it may become towards all other fish.
In the end, I think the problem you may have would be with the eels.....
