Aggressiveness Solution

My male krib has recently become quite aggressive towards the female. It's basically non-stop and she is forced to hide in one of the caves to get away. They are in a 24x12 footprint tank that is about 25 gallons.

I've thought of two possible solutions, please let me know which sounds better or if there is something else I should do.

1. Buy 1 or more females to take some of the males attention.

2. Buy some top water dither fish.
 
Option # 2. That should get his mind off of the female for a little and they might even form a pair.
I would not do option # 1 simply because once a pair forms the remaining females will live in hell. Once they are all stressed to death or killed the male might turn on his mate once again since he has nobody to turn his aggression towards and you'll be in the same boat as right now.
 
BTDT... it seems the male Kribs just need someone to pick on! If left alone, they pick on the female. Throw in some dithers, but at least make sure they can move pretty quick on their own! I have found that slimmer, quicker dithers seem to do better and actually live! I've had success with rummy-nose, lemon, and I think serpae tetras. The black skirts didn't fair too well, and forget angels!
