Is it black like the picture shows? (hard to tell because of the flash)
If it is, I'd say it's black brush/beard algae. Get the java moss out immediately. BBA is bad stuff and will overtake everything (plants, equipment, substrate) in a tank in no time at all.
Otocinclus won’t eat it. Take the moss out of the tank and put it in a glass of aquarium water. Put the glass in a window that faces north and let it sit for a while. If it gets cold that is okay. If you have some excel add a little, very little.
In the pic the algae looks greyish and for a while I believed that it was gray myself, however after further inspection under a flourescent light the lagae appears to be green and hairlike, I think Tfo was right about the hair algae. I was wondering if I should get an oto to eat the stuff off of my moss and in my tanks?
Otos won't eat this type of algae. As someone else suggested, I would remove the moss from the tank and treat it with Excel. There is a great chance the Excel will kill the algae and you can return the moss to the tank.
