22 yr Navy retiree here...you can get certain gurantees, but all will have clauses that benefit the military.
I cam in in '72, when they were just starting the big boom into Nuke surface ships....lots of promises....boot camp location, A school location, Nuke theory school location, Proto-type location and first coast assignment.
Got everything I asked for. However, if I dropped out for any reason including academics, it nulled everything, you still had to do the 6 yrs and you were in the pool for free assignment.
They do try to give you what you are asking for, but only if it fits their needs first and you qualify for it. Most times at transfer, you submit your 3 choices of duty stations, 3 choices of ships and 3 choices of duty...and you list which of those has priorities for you.
One of my friends is at Nellis in the USAF. He's been there for soemthing like 8 years. He had his first deployment to Iraq last summer. It was only 4 months. I'm guessing it all depends on what you do, where you are, and what they need.
