The bushes are frozen..

When a frost is expected and the bushes are in bloom, water sprinklers are run on them o the bushes will freeze instead of being frosted on. The ice protects them from the frost. I dont know the exact reason why freezing is better than being frosted on, but it works..

It works because at temps over around 20f ,"don't remember exact line" the water goes through a phase shift as it freezes so the surface always stays around 32f. It only works if you continue to apply water during the duration of the freeze and the temp stays above either 20 or 22.
