Aquariums overstocked, trying to fix it

Yeah, I said it. I need to get another aquarium and divide my fish up. They are all growing up on me :( . Please don't get mad at me for overstocking, I am admitting I have a problem and want to fix it. I am sorry.
Here's what I have now: 2 aquariums 55 gallon and 30 gallon
3 metynnis hypsauchen fasciatus max 5'' (striped silver dollars)
2 silver dollars max 6"
4 melanotaenia boesemani (Boeseman's Rainbow) max 5"
4 pterophyllum scalare (Angels) max 6" (newest fish, small now)
1 synodontis nigriventris max 4" (upside down catfish)
1 pimelodus albofaciatus (pim catfish) max 6"
1 Ancistrus tamboensis (Bristlenose Catfish) max 5"
2 synodontis eupterus (featherfin Syno) max 6-10"?
2 julidochromis dickfeldi max 4"
1 leporinus fasciatus (Black-Banded Leporinus) max 10"
1 aucheniperichthys thoracatus (Midnight Catfish or Zamora Woodcat) max 4.4"
1 microglanis ilheringi (SOUTH American Bumblebee cat) 2.2"
3 Botia lohachata max 3"
1 Giant Danio max 4"
1 synodontis multipuntatus (Cuckoo Cat) max 6.4"
I know I am horrible, it just hit me, sorry. I am not a bad person, I never meant to do this. It's been over the last 7 years or so. I want to make them happy, and hopefully I can with your help.
I can afford, I hope, another 55 gallon. I currently have one with a filstar xp3 and penguin 330, Can I just use one of these filters, if I am not overstocking? My 30 gallon has a penguin 170, is this ok? It use to have a mini too. This is what I am thinking:
1 55 gallon (Planted): 4 angels(24"), 4 Rainbows(20"), 1 Bumblebee(2.2"), 1 Cuckoo(6.4") total inches 52.6----curious about algae eaters
1 55 gallon (unplanted): Silver Dollars(27-30"), 1 black-banded(10"), 1 pim catfish(6") 2 julie's(8") total 51-54" again, curious about algae.
1 30 gallon (planted): 2 featherfin(12"), 1 midnight cat(4.4"), 1 BN(5"), 1 giant danio(4") total 25.4"
Any information, advice please. I hope my sizes are correct. Many of them are not the max size, some are however. The 2 55 gallon are too close , I know, but I don't know what else to do. I don't have a lot to spend. Angels are very small right now, so I am trying to keep that in mind(2") I can will upgrade later, but want everyone happy now.
 
Your solution sounds like it will work - it's a big improvement on the current situation! I think it's great that you're willing and able to get another tank.
I think you'd be okay splitting up the XP3 and Penguin 330, using one on each tank. I'd use the XP3 with the largest/messiest fish, there's lots of room in there for extra bio-media.
It's too bad you're nowhere near Toronto - I'm in the process of switching to a larger tank, I'd sell you my 45g and the stand for next to nothing :(
