Are grow bulbs neccesary?

I have a planted 36 gallon tank and the plants do ok but not great. Should i get a grow bulb? or add some kind of different substrate?

You did not provide much info but IMHO one 10000K and one 7100K bulbs are appropriate for typical plant growth.

I do not enjoy the yellowish color of the 6700K GroLite bulbs.

You may not have enough wattage. Kelvin rating (what the "grow" name is based on) isn't the most important aspect.

What type of plants do you have and how many watts is your bulb?
 
Shoot for 1.2-2 watts per gallon for low light and 2-4 for high light as far as plants go.

If I was in your situation I would go with the 10000K as I just flat do not like the yellowish color of the GroLite Bulbs.

BTW: what is the wattage of your fixture?
