Right now I'm leaning strongly towards peacock gudgeons, but only if I can get ones that will eat non-live foods.
I'm not a big fan of dwarf gouramis, which are popular for centerpiece pairs.
They need to be attractive fish who can thrive in a 30 gallon with 12 neon tetras, 2 bamboo shrimp and 6 kuhli loaches.
Any suggestions? I just like to make sure I'm choosing the best fish for me.
Maybe some kind of killifish?

i would say apisto, but im not sure if they would work with the neons.

Rams are really pretty! Everything I read says they are not goo beginner fish, though. I'm definitely still a beginner.

Bolivian rams aren't that difficult. Just keep the water in good shape and you'll be fine. They're beautiful and pretty fun to watch.

I second the bolivian rams. With good aquarium husbandry, they will thrive.

as long as your tank is properly cycled and maintaind german blue rams are not hard to care for

A beautiful Male Betta?
