It was probably an economics decision...not necessarily a wise one, but maybe necessary.

its hard to bash someone you have no clue what happened.

It could have been as simple as they were on their way with normal start up, and something happened so late that contaminated the tanks or filtration system.

They may have a deadline to open the store paperwork wise also.
