actually, the bright light from a heat lamp is beneficial.. they do recognize that as a place to bask, so the bright spot is where they go to get warm.

have you not looked into MVB? its heat and UV in one bulb... and you do not need heat at night unless temps get below around 65.. they are fine to get pretty cool at night.

http://www.reptileuv.com/ is the best place to look into MVB's... they are called MegaRay's and they are the cheapest and give the best UV output.
i'll never go back to using two bulbs.. these are too awesome, and very much recommended.

this is most definitaly a shed. Willy does this (my beardy) from time to time, but mostly he starts with his chin. He did it once with bright pink, I thought it was strawberry juice, but it turned out to be shed, then once he shed it, he was bright orange under his chin. Don't worry too much. Unless he appears sick ( droopy, skinny, anything like that,) I wouldnt worry too much.
