for 100 bucks? you're best bet is either:

A: a sump made out of an old 40-55 gallon tank, that's to say if your main 240 is drilled for a sump, unless you want to tackle that part of the job as well.

B: Craiglist diving for old canister filters, preferably like 2 FX5/6's or 3 sunsun 304B's, but my assumption is you aren't stateside so that may not be an option.

you aren't going to be able to properly filter that tank for 100 dollars unless you do some serious bargain hunting. A sump is going to be your best bet to be honest.

If you are handy, you could do a DIY large canister too, but a sump is your best bet. The pump for either option is likely going to chew up a lot of that $100.

Is your tank drilled?

I agree with the others, $100 is not nearly enough to filter a 240g tank.
Challenge accepted!

That gets you to $99.36, without tax or shipping. There would also be some incurred cost for plumbing too. I spent a little more on a couple of things out of convenience, but think that one could put together a decent setup for around $100. Maybe even less if you have some stuff, or could score a good deal on craigslist.

FYI, my favorite DIY wet-dry design is to cut the bottom off of a bucket, drill a bunch of holes in it to use as a drip tray and cut foam to sit inside it. Then I use nylon bolts to hold the drip tray inside the second bucket near the top. Media goes below the drip tray, and larger holes are drilled in the bottom of the intact bucket (or a large hole in the bottom and covered with eggcrate). The rim of the bucket fits onto the edge of a ~12" front to back tank, and evaporation can be minimized with a bucket lid pretty easily.

This isn't an ideal setup, but if one is willing to scrounge a bit, you don't have to break the bank on sump filtration.

So Cal
i don't think the OP has access to a home depot, but i agree that a do it yourself filter similar to Bunsen Honeydew's idea would be the way to go, especially with the limited budget.

as shown, most of the money will have to go to the pump. you want to be sure to get a reliable one, with more than enough pumping capacity. i am not sure what is available where the OP lives, but i don't think that a 1,000 gallon per hour unit, as Bunsen suggested, would be too large.

earlier posts in the Freshwater DIY section here have several designs for very effective filters.

A sump is your best bet with that kind of budget...you could do it without drilling (the tank itself), but it'd require a bit more plumbing.
