best way to make a multi-level aquascape?

I want to make a cliff hardscape in a 20L shrimp tank and need suggestions on how I could do it.
I like how it is done by mellowvision in this cork scape: http://www.aquariacentral.com/forums/showthread.php?188266-20g-Cork-Scape-Build/page13

The only other idea I have is piling rocks in a corner and filling in substrate behind them so plants can grow higher up, but that would not be as high up and would probably not last.

What would be the best way to achieve a hardscape with a lot of height? Even if I can't have plants on multiple levels I would like to have mosses growing high on the hardscape like in "PRL in the Mist"
 
I can't speak from experience but i was interested too and what i found was mostly DIY ideas

many use glass, acrylic , stones and silicone to make their own shelves or higher ground for corners

lol i didn't really answer your question but the best bet to really get what you want is probably to create it...i mean how hard could it be? you just glue some stuff together and let it set
 
How about layering rocks as a ledge and using that expanda foam stuff for adhesive and filling in between spots?
