I want to make a cliff hardscape in a 20L shrimp tank and need suggestions on how I could do it.

The only other idea I have is piling rocks in a corner and filling in substrate behind them so plants can grow higher up, but that would not be as high up and would probably not last.

What would be the best way to achieve a hardscape with a lot of height? Even if I can't have plants on multiple levels I would like to have mosses growing high on the hardscape like in "PRL in the Mist"
