I just ordered a double stand for 10 gallon setup but wondering now on how would i be able to vacuum bottom tank which would be near to the floor level? Any advice please.

The easiest way would be with one of these: https://www.ebay.com/itm/Super-Batt...005403?hash=item28096fac5b:g:e8AAAOSwq5lTm1ck

Use the vac, then change water since they just recycle the water.

There's cheaper Chinese import versions, or Eheim makes a nice looking one.

I too use a metal double stand for twin 75g tanks. I use ordinary gravel vacs and discharge them into a plastic storage tub that I pump out the door with a utility pump and garden hose.

Like you say, the floor level tank doesn't make for great siphon vacuum power, but it's adequate for my setup.

It depends where the far end of your vacuum hose is... If it goes down to a level below, you should not have a problem.

Otherwise something powered, to go on a HOB filter, a HOT filter, air powered, battery powered, or whatever should work fine

Or if you can store up the sediment into the water column, that should work too.

Good deal. I was in my local Petsmart the other day and the one they had on the shelf- may have been this one, was priced at around $50! Yikes.
