Betta face turning white/not eating

My betta is not eating and his face is turning white. What could be wrong? Please help
 
Some additional info will be helpful. What kind of setup is the fish in? How old? Temperature/tank mates? Have you tested water parameters?
 
He is in a small aquarium with an underground filter and a bubble air stone. It doesn't move the water much. I did do a water change Monday of a bit more than half. He is the only fish in the tank. I don't have a water test kit.

How long has the tank been running? What's the temperature?

I see the color, but it doesn't look like an infection or disease. Bettas do normally change color as they mature. The drop in eating could be related to temp--I don't see a heater in the tank, and the domestic bettas definitely prefer warmer setups--78, at least.
