I have a 55 gallon community tank with gravel and I want to resubstrate the tank to sand and keep 4 black skirt tetras a pearl gourami in the 55 gallon and move all the other fish to a empty 29 gallon tank and add a Senegal bichir a leaf ctenopoma and a electric blue Acara and a blood parrot cichlid to the 55 gallon. Would that work? Add any suggestions.

I think you have to choose between the black skirts and the leopard ctenopoma since it may be a while, but it will get big enough to eat the skirts and the ctenopoma may not like the pearl gourami.
If it were me, I’d do something like 3-5 sens, the ctenopoma. Maybe even 3 sens and a delhezi or two. Polys are more interesting in groups IMO
Bps get fairly big and while a 55 maybe be big enough for one, probably not with the others. The EBA might be ok, but unless you really like those, I’d leave that out also
So here’s my personal suggestion
3 sens
2 delhezi
1 ctenopoma ( they can hit 8”+ and get thick like an Oscar)
Or
Shoal of BS
1 pearl gourami
And either the BP OR the EBA-maybe a pair of eba
Something for the bottom, my pick would be a couple Rafael cats
