You are correct. Dr. Cow's test tanks were very well inoculated and had large ammonia oxidation daily (his longest cycle was ~12 days as I recall, but I have not reviewed the original aricles in a long time, I could be off there. Most folk do not start with any significant bacteria, and never should exceed the set titer. Trying to run on prior dose levels without testing is the road to disaster IMHO. Titers over 5ppm are IMHO wasted and can slow the whole thing down.
