biowheel not moving

i have a penguin 330 filter. it came with my tank, used. the wheel will stop spinning for ten minutes at a time or more. i no theyre supposed to move slowly, but is that slow normal? i have cloudy water due to my tap so i started doing 25% water changes with distilled and its clearing up but could it be partially due to my filter? tanks only been up for 2 or 3 weeks. just wonderin so i can fix the problem now and not a few fish later. thanx
 
You may want to take the filter out and clean the whole filter except the bio-wheels there may be gunk in the tubes or inside the filter that has accumulated. Also check your filter cartridges you have in see if their blocked up.
 
I've found that whenever my BIOwheel stops spinning, it's usually due to the fact that the filter pad is all gunked up. Take out your filter pad and shake it around in some tank water to get rid of all the big pieces that are blocking water flow through it. Whenever I do this, the wheel starts a-turnin' once again.
 
Had that problem when the water level is low, also check your pads, they might be touching the bio-wheel.
That is why I like the AC filters.
 
make sure the water level is high, your filter pads are un gunked, and the intake tube is free from debris. Also the little "pegs" that hold the biowheel in the little channels can get goobered as well causing it to spin erratically. I use a qtip to clean them.

I am not familiar with a penguin 330 filter but I am familiar with small Eclipse filters.

When all the methods in the previous posts fail to get and/or keep the biowheel spinning I remove the intake tube and clean the impeller and impeller housing which are invariably partially clogged.

Sometimes having the biowheel in reverse slows it down. I don't know why it happens but it does on my Penguin filter. And then when I flip around the biowheel, it spins at the speed it should.

Maybe play with that.
 
When all else fails, toss them and stick with standard sponges and pads....
