black skirt tetra bothering amano

I have 3 amano shrimp that are very young.(I don't know exactly how young) Today one of the long finned black skirt tetras has been chasing and picking on these little ones. Do I need to be concerned? The fish is also aggresive toward the other long fins.
 
the attack continues, can the black skirt hurt my juvi shrimp? I only saw 1 of my 3 small shrimp today.
 
Your BS Tetra sees small inverts as food, so yes, you will continue to have problems. Unless you add more BS Tetras (got room?) and/or feed some meaty (preferably live) food occasionally, the one you have will probably continue to be nippy toward other fish, longer finned ones being the easiest targets.

Best way to preserve shrimp: remove BS Tetra. Second best way: add a thick clump of HM or Java Moss or Najas - any plant the shrimp can hide in.
 
It's a heavily planted 20 gallon, with 7 BS tetras only one is aggressive toward the other bs, and the smallest of the shrimp, cories ottos and neons round out the stocking. I'm hoping the other two small shrimp are hiding. This fish has staked out territory at the annubias in the rear corner of the tank I was told a school of 7 would not cause any problems.
