Black tips on new java fern growth?

So I have a java fern I thought was doing really well, since it had new leaves growing, including two new shoots with roots at the tip of one of the leaves. I know very little about plants: is this how java ferns propogate? Anyway, I was sad to see today that the new growth, aside from being snacked on by somebody, is also going black at the tips. It's not under the leaf, it's the whole tip, about 25% on the larger tip, and 50% on the two smaller tips growing the new root system (at the tip of the larger established leaf).

What causes this tip blackening on the new growth?

Just in case, my ph is 7.2, nitrites and nitrates 0, amm is 0.5 ppm, water is cloudy on day 17 of cycling, water temp is 79, and lighting is a 65 watt full spectrum coralife on about 10.5 hours a day. CO2 levels are in the green with my realtime monitor, which I reset today. VERY little algae so far, but the "milk" bloom is driving me crazy. Could the fern be getting too little light? It's not on the bottom of the aquarium, but it is in the lower half of the water column.

black tips don't seem to be spreading... and no one has warned me of certain death so far, so I'll just keep monitoring...
