1.can i keep blue ram in a 10g tank

I would'nt personaly cichlids of any size need a decent amount of surface area so that they can stake out a suitable territory. A ten gallon just doesnt have a big enough footprint for them to be able to establish a territory. One alone might work out but I personaly would advise against it.
 
if the rams are alone you can put a pair in a 10 gallon..however, rams may feel more comfortable with some dithers.

also the larger the footprint and the more room you have ..the better off the rams will be.
personally, I like to set up biotope type tanks..the 10 is just too small and looks cramped with driftwood and plants.

opt for a 15 or 20 gallon.
