All my fish are at the top of the tank as if they need a breath i have a airpump so i dont understand so what can be the matter

Your tank is way over stocked that is the problem, you will need atlest a 20 gal tank (maybe more) there, also corys do not like to be kept with not other friends.
yesterday i did a water change but wen i did it i wiped up all the debris when tryin to start the siphon cood this have caused the spike and c wen i am vaccuming shul i remove the fish from the tank
No do not remove the fish from the tank. How long has your tank been up? Habve you considered trading in a couple of your fish for perhaps some anda cories or a few danios? Your small tank is crowded right now (to be redundant) and it would work out better for you with less species diversiy and stick to one or two (at most) types of small fun pretty fish. If they are having trouble and gasping for air it is (as was mentioned) likely a nitrite spike occuring. Your tank has too many fish, and is likely not cycled right now. Adding debris to the water column may have spiked a larger amount of nitrite.
Also did you use dechlorinator when changing the water? And if so did you use enough?
