Sometimes its just the eggs...
they could be old.. not all of them will ever hatch anyway.

This is how I do it.
I use wide mouth mason Jars depending on the amount I need I use quart or 1/2 gallon jars.1/2 gallon can be found at Michael's that's were I found mine
I drill a hole the size of rigged air line in the middle of the lid I put a rubber grommet(Lows) in the hole helps to keep the rust down to all most nothing.
I then put one,two or three small holes in the lid this lets the air out of the jar. and you can tell which is up for the next feeding
I put an air stone on the rigged air line and run it to a 3 way manifold so that the amount of air can be controlled.
Now I use RO saltwater from one of my local LFS its .65 a gallon easier than mixing.
if that's not an option use coarse sea salt 3 table spoons in a quart jar with hot tap water to help with dissolving don't worry if it all doesn't dissolve the air will dissolve the rest. put in 1/8 to 1/4 teaspoon of eggs and in twelve to 24 hrs you will be able to start harvesting BBS.
I use a turkey baster and a BBS siv I have since learned you cold use one of those reusable coffee filters rince the BBS or not then dip it in the tank of fry

I use a hatcher san francisco brand basically consists of a bottom that you screw a 2l bottle with the bottom cut off into and add an air pump. The mixing ratio is one table spoon aquarium (rock) salt to one tablespoon bs eggs. But it all depends again on the eggs I personally like to buy san francisco brand because they come in a glass tube with screw cap and the only other brand i ever see is in plastic and ive never had a good hatch rate from this brand.
that must be the one I am using, I can't find anything other than this kind at any store!( it's a plastic vial with a red lid.)
I don't get it though i had a great % of live the 1st few times I did it this way. The only other way is if I hook up my hatchery that goes into the tank but it takes forever and the fish wait at the end for the shrimp to come out(cute but annoying)
I made my own hatcheries from a chunk of 2x4 and a two liter bottle. I used a rotary tool to make a hole, large enough for the bottle cap to sit in, then an ajoining hole large enough for air hose to fit. The hole ends up being a right angle. I made a hole in the cap, large enough for the air hose to fit, and glued the air hose flush to the inside of the lid.
I got the idea from a commercially available base that is essentially the same thing. But after I saw it, I knew I could make some thing in minutes, from bits about the house for $0, and no waiting for shipping.
I purchased brine shrimp eggs on eBay that are premixed with salt, I just use aged, treated tap water and have a very high hatch rate. I do keep my eggs in a fridge, I don't know if that makes a big difference or not, but I've read it helps keep them viable longer.

Yes BBS eggs should be kept in the refrigerator in one of the drawers this will help them last almost indefinitely.
If what you are doing is not working it is definitely the eggs.
