Brown Algae?

I changed water quite often but I still find alot of brown algae on my plants.. Though it's short brown hair type but I just want to confirm this is brown algae? It's on the leaves and some rocks.. so far I don't find any on the tank glass at all... From my searching on net, alot of ppl said brown algae can be overcome by putting more lighting and it also caused by lack of oxygen? Does this mean I have to turn on my lights 24/7? As for now I only turn on for 6-9 hrs a day... How to overcome this?
 
I think your brown algae is actually red algae. Especially because it is not on the glass and you describe it as hair algae. You can treat this with flourish excel. It will help the plants and kill off the algae. Hopefully.
