I wouldn't worry about that. As I see it, plants increase the bioload if they rot, but decrease it if they are fine. Just keep them clean and remove everything that looks dead or decaying.

Don't worry, an Aquaclear "mini" is specified for up to 20 gallons, even if it might not be optimal if you have too many fish ;).

I highly recomend another aquarclear mini, aquaclears have always worked great for me.

Maybe a fish wich can be kept singly, like a betta, gourami or ram, but no more schooling species. However, you need to add 4 white or black skirt tetras, to give them a porper school. Don't get any more dyed fish like your "2 skirt tetras (1 blue 1 pink)", as they are injected with dye using a relitively huge needle, which is cruel to begin with, not to mention that most dye within a few months, and the ones wich do live long have severely shortened lifespans.
