Can those heaters be good as well?

Cheap 25 watt for my betta tank:

Can 25 watts be as well for my 25-28 L tank? I don’t want to bake and nuke my fighter.

Assuming the ambient temperature is room temperature, 25 watts is more than enough for that.

Room temp is usually 22-24, mostly 23 C I suppose. And what about the heaters?

I don't use heaters anymore, so I have no recommendations....
The problem with those heaters is they work with bimetallic strips which are very unreliable. I think some of them Eheim pro thermo filters have heaters with sensors, they can go a long way.... but of course any electrical component can fail. To prevent overheating you would typically underpower it and get a low wattage heater so it just heats the tank to the required temperature (like for example a max 50 watt heater on a 100 liter tank) and when it fails it would go a couple of degrees higher but it would be impossible or take at the very least several days to reach a dangerous temperature. But since your tank is very small, you would need a 10 watt heater or something, maybe they exist for nano tanks?
