I need to squeeze in a couple of holding tanks. Problem - Due to space problems, I can't put them up high enough to use a siphon to clean them. What do I do? Is there any sort of pump or something that I can use?

I just bought a battery powered vac. Works great. It should work for you but you may have to leave the motor running but I'm not sure :huh:. The instructions say once the suction starts you can shut it off, but in your case mabye not. Cost's about $20. Maybe you can find one cheaper. Here is a link to the place I got mine. siphon problem
I like to put in four 20 gal tanks. The location is not very close to a faucet, so the Python option is not great (plus all of the excess water that would be wasted using the faucet to drive the python).

How far? It dosent wast THAT much water. For every 1g water from the tap, 7g is removed from the tank.
