Not sure if they can be used for aquarium set ups, but hey at 11-20 bucks a pop its worth a shot. Also they have fixtures for around 140 bucks. I dont know if any of these would work.
Yeah the bulbs will be fine but you will need the 400w ballasts and fittings which could cost some money, also you will have to buy 12 bulbs or more as there is a minimum order. Just one other thing all of the bulbs had a kelvin rating of 4200k or less , this will not be the best for optimal plant growth, ask if they have anything around the 5500k to 6500k, I think that would be better.

If that is the case why dose no one use 20,000k or even 30,000k bulbs to grow plants? because they dont like the colour? I dont think so.
Yes the Kelvin refers to the colour that we perceive the light to be because different coloured light has different wave lenghts and plants prefer a wave lenghts similar to the sun which is 5500k to 7000k which is a balance from the red to blue not a great concentration of one, which will happen if you go with a kelvin rating which is too high or low. For example most algae will prefer a light in the red part of the spectrum ,but there are some that prefer light in the blue, especialy deep water algea ,but these are few. A Kelvin rating of 5500k to 7000k will provide optimal growth for most plants, the only time this is not the case is when the plant prefers a certain situation, like a deep water plant which would require more blue in the light spectrum, b/c the red light wave lenghts are first to be fitlered out by the water.
