Cherry Barbs compatible with...

I kept cherry barbs with both neon and cardinal tetras and never had any problems, but I had at least five cherry barbs at all times so they mainly chased each other around. If you have more females than males, they should be OK with neons as long as you have plant cover in the tank. Can't say about the shrimp, but in my experience, if a fish can fit another fish or invert into its mouth, the smaller creature will get eaten.
 
Cherry barbs can be really mean.

I've gotta say I never saw this in keeping them for 5 years. They didn't even eat livebearer fry. Cherry barbs are the mildest mannered barb, and the only aggression I ever saw was between males. I can't say your wrong maybe your experience was different? I think they would probably eat baby shrimp, I'm not sure what wouldn't, they never touched adult Amanos in my tank.
 
Of the four or five cherries I've had over the years, only one female ever lived a life where she didn't chase people around and nip. Never anything significant or worrisome - they just act like barbs. Not as bad as the others, but still barbs nonetheless.
