I Have recently acquired some uesd tanks, The tanks have a white substance in the top inner glass. I tried scrubing them out using water and windex, and its not working that well. Any advice?

Yes, vinegar will do the trick. Depending on how heavy it is you may always have a slight discoloration on the glass. Water hides this well but if it is above your water line then it will show.
Spray the vinegar on and let it sit. You may see it bubble as it works it's magic. RINSE WELL.

Windex??? Rinse those tanks over and over again!!! If you don't do so, you'll lose a lot of fish in no time. You may actually have to just discard these ones if you have a serious series of mysterious deaths within that tank.
I know, I used windex and water and tried scrubbing, then I rinse 4-5 times, let it dry, rinsed 2-3 times, let it dried, and the substance was still there, I'm afraid to use a razor cuz I might make a scratch on my tank.
Well, you could use some bleach to get of the Windex quickly, but I'd do so with a gas mask on or while runnin' the hell away right after you pour...

If you go with the razor method (which is what I'd use), just be careful around the silicone, you wouldn't want to remove any of that.
