cloudy eco complete

I set my tank up w/ 1" small gravel on the bottom then 2"-5" of eco complete on top. It's a week old and I have a haze at the top (the water closest to the light). I know it's not bacterial or algae. It is a very fine dirt from the eco complete (it's everywhere but you can really see it in the light). My magnum has to be cleaned everyday of this silt. I'm not even running my other filters right now because of it. I am planning on putting a 1/2" layer of fine stream pebbles over it. I'm refraining from using my d1 until that's finished. Is this normal w/ plant substrates or maybe just the eco?
 
Eco is usually one of the least cloudy substrates. A week seems a long time. Try running all your filters with a fine floss to catch the particles. A large WC would also help dilute the haze.
 
Eco-complete includes waste-processing bacteria. That is probably what it is.
