Cloudy water

Hello everyone...my mother purchased a 5 gallon aquabrite aquarium and she used her tap water to fill it up on Sunday. I tested the water first for nitrate and ph and they were both good. I didn't have a kh test kit...The water was cloudy and kinda brownish. Anyhow that was 3 days ago and its still very cloudy(though she says its cleared up abit) The question i have is will the water eventually clear up or should it be replaced with another water source?
We added cycle and aquasafe as well to the water. She eventually would like to add a couple of whiteclouds to help with the cycle and add a betta. Any help would be appreciated. Thanks
 
there is some washed gravel and two washed plastic plants...the water was cloudy when it came out of the tank....
 
Came out of the tank? I'm guessing that's supposed to say 'came out of the tap'...In which case I'd suggest contacting the water utility and getting their specs on the water. Could be bubbly, could be hard, etc--hard to know why it's cloudy. At this point, I'd fill a large jar with the same water and treatment and see if it's cloudy, go from there.

Also check to see if there's chlorine or chloramine. Unrelated to the cloudiness at this point, but important in determining the appropriate water treatment to use.
 
She's in the country on well water so there is no chemicals...i think it might because she has alot of water in the well from all the overflow from rain...i'm hoping she doesn't have to empty out and start over fresh
