Cloudy Water

Hello, everyone. I finally decided to post in the general FW section here. I've got a minor water clarity issue on my 29gl. So far i've been doing weekly water changes.

Tank occupants are:
3 Serpae Tetras, 3 Black Neon Tetras, 2 Giant Danios, 2 Longfin Skirt Tetra?.

I'm running an Eheim 2213 and a Whisper 30 and 20 watts of light about 7 hours a day.

First I had an algae bloom. I did a 90% water change and it just won't seem to clear up completely. It's not really green anymore, just a bit hazy. This happened to me about 4 years ago on another tank and I used a product made by Kent called Pro Clear. I'm debating whether or not to buy some more of this stuff. Input is appreciated. Thanks.
 
I'm pretty sure all my test kits aren't any good as they're about 4 years old. The only chemical i've put in so far was some algaecide which doesn't do much. The tank is a few months old. The fish were in a 10gl in my dorm room and I brought them home with me.
 
According the to test kits, i've got:

0 ppm Ammonia
0 ppm Nitrite
pH-7.8

I've always had a rather high pH with the water here. I suppose I could put some peat in my Eheim to lower it a bit. The copyright date on the bottles is 1999. doh.
