Yes you Can, I had two perc clowns in a fish only 10G tank they seemed happy enough,

I am not sure about other Clown species but you should be ok with

  Ocellaris

in a fish only

I have now moved mine to a larger 40 G tank with live rock.

they stay quite small (5" or so) so at a guess they should be ok.... Anyone here combined the two????

Temperament: These puffers tend to be a little nippy, and shouldn't be combined with very delicate fish. Invertebrates should be added only with caution.

your aquarium is to small! I think that it is animal cruelty to even have 2 fish in that size tank. Get a bigger one, it isn't fair on the fish (I don't mean to sound like a greeny!) The smaller the tank the harder it is to take care of, remember that.

I have a 40 gallon tank with two baby clowns in it whats the problem?? min tank size for perc clowns is 10 G my is 4x that size

I think he was referring to having 2 in a 10gallon tank. That is pushing it just a little bit. However, 2 in a 40gallon is no problem whatsoever.
