would it be alright just to have a large filter with a large bioload capacity... (i.e. a penguin 200 on a 10 gal, thats what i have now) and a large amout of fish to supplement the plants with the CO2 they need? (i dont have many plants, but there is a nice sized amount)

Depends on a variety of other factors. Slow growth plants can be fine with the amount of CO2 in the water from fish production and the atmosphere, but high light, high growth plants won't be satisfied, and by stocking heavily, you run the risk of having too many 'other' nutrients in the water, causing algae blooms. Controlling CO2 with eithr liquid ferts or pressurized dosing is a much better solution in that case.
