Community tank+Bettas??

Angelfishes can grow pretty big, you'll need at least a 20 gallon tank for a pair of angels. They also like to snack on smaller fishes like neon tetras once they're big enough. You can start them off in a 10 gallon but will need to move them once they grow larger. They can also be semi-aggressive.

A general beginner's rule of thumb is an inch of fish per gallon, so a 10 gallon tank and house 10 inches of fish. This limits you quite a bit to mostly small fishes like tetras, dwarf gouramis, rasboras, danios, dwarf ciclids, etc. I personally like the dwarf gouramis, they're very colorful and cute. Tetras are also a favorite but they need a school of 6 to be comfortable.

a 10 gallon tank with 6 cardinal/neon/glo-lite tetras with 1 dwarf gourami and a otto as a cleaner fish will work well with your female betta, and look very nice imo.
 
Angel fish will not work in a 10 gallon aquarium at all. Your husband will either need to wait on getting those kind of fish, or will need to purchase a much larger tank before adding them. From what I have heard (which would be wrong -- someone else correct me if this is the case), max size tank per Angel fish is 29 gallons.

Fish suggestions that would work well for a beginner with ha community tank would be as mentioned, Tetras (5 neon/glo-lite tetras), a Dwarf Gourami, and maybe 3 Pygmy Cories. Otos tend do better when they are not by themselves, and with a 10g aquarium, I believe two would be pushing it so I'd recommend the cories instead. Plus, Otos can sometimes be difficult to acclimate to a tank.

Also, your female betta may, or may not work in the community tank with the Dwarf Gourami. I have heard of some female bettas, who have gotten along just fine for years with them, while others haven't. It will depend on your female betta's personality, and level of aggressiveness.
