Cory with Pop-Eye?

My friend just called me. When he came home from work today, he found one of his albino cories with what I believe is pop-eye.

Fish: an older albino cory

Symptoms: One eye popping out, bulging face, and his face looks a bit scraped up. Labored Breathing.

Conditions: Water quality is perfect and stable as usual; however, this past weekend he upgraded from a 10g to a 30g and increased his schools of danios and cories (by 3 new ones).

The rest of the tank appears happy and healthy.

Initial Steps: I have told him to quarantine the fish in the 10g. What now?
I have never (knock on wood) had any diseases except 1 swim bladder incident that was fixed with a frozen pea. So, my experience is of no use!

I have pictures, but I am having trouble uploading. I will keep trying though.
 
It could have been injured during capture. Are the tanks cycled? A "mini spike" could cause the fast breathing or if it was very difficult to catch.
I'd go with lots of clean water & wait a week or 2. Watch for redness as a sign of bacterial infection.
 
I don't think it was a mini-spike, the tank was cycled and has shown no evidence of spiking.

I read that Epson salts may help, has anyone tried these?
