Corys and changing gravel

How long until returning fish?

so I took the fish out of the twenty gallon to change the gravel, I put them in a ten gallon with the filter and heater. I took most of the water out of the tank to add the gravel, which was flourite and some round brown gravel. I added some water to plant the plants, and though I rinsed the flourite five or six times it is really dusty. How long do I wait until the cloudyness settles before I return the fish? I don't want to hurt them, so I am wondering if it is better to keep the fish in the ten gallon tank and wait for the dust to settle or return the fish and water and wait then?
 
Ok, I was impatient (I know I know patience is required for this hobby!) and decided to put the fish back in the twenty gallon. Well actually I did a search on here and found that someone had said the cloudyness doesn't bother the fish, so I risked it, and they seem fine. The perams are 0 straight across for nitrates, nitrites, and amonia, but I'll check again tomorrow to make sure it doesn't spike or anything with a minicycle (I think that is what it is called)

I decided to mix the flourite and the black existing eco-somethingorother in most of the tank and leave a four inch square lower area with the original depth undisturbed so the beneficial bacteria would stay. I kept maybe 40% of the original water and replaced the rest, and everything is ok for now.
