Cycling - No Level Changes

I have a 46 gal tank with some rocks, drfitwood and fake plants. I've been cycling for 3 weeks now and I've not had a single level change.

ammonia - 4 ppm
nitrites - 0 ppm
nitrates - 10 ppm (this is the level out of the tap)

I put Prime in when I first filled the tank. I added some ammonia (to much at first) and did a 20-25% water change to reduce the ammonia level to 4 ppm and I haven't added any ammonia since. Nothing has changed in 3 weeks. I test every other day.The tank was a bit cloudy most of last week into this week but it has actually cleared up a lot the last couple of days. Am I doing something wrong? Thanks for the advice

What test kit are you using?

Are you using any other additive or water conditioner?

What is the temperature of your tank?

What is the temperature of your tank?

No water conditioner or any other additives except Prime when I first filled the tank. I'm using the API freshwater master test kit. The temp is about 79-80 deg F.
