Cycling Problem

I'd think the spike would be an ammonia spike, why nitrite and nitrate? How should I lower it? the water changes doesn't seem to be helping, should I use Cycle, even though it seems people on here really go against it, but it should help lower the nitrite and nitrate levels right
The bacteria doing the converting appear to be getting rid of ammonia faster than it can nitirtes. I would do water changes, with gravel vacs, until nitrites < .25 and nitrates < 20. Dose small ammonia, and see how long it takes to go back.
