Okay, had to add another dose of conditioner to my tank. Now my numbers are this: Chlorine 0, Nitrite 0(yeah), Hardness 120, Ph 7.6. It's been this way for just a little under a week. Am I ready to start adding the fish I want to my tank? Thanks to everyone that replied, you were all very helpful.
Also how many fish can I add at one time? I would like to buy about 8 neons to put in my tank Today or Thursday. Then maybe add to it once the tank has compensated.

nitrite reading of 0 means not a lot unless you know what your ammonia and nitrate are...a cycled tank has 0 ammonia, 0 nitrite and increasing nitrates; cycled meaning sufficient bacteria has colonised the tank to cope with the waste products of the stock. Without a test kit for ammonia and nitrate as well you'll be guessing unfortunately.
As regards how many you can add in one go, I would keep it at less than 50% of your current bio-load per fortnight, so you can be sure that everything is catching up. Bio-load of course is more important than simple numbers of fish - some are messier than others.
I'd be saying no to the neons until the tank is definitely cycled and a bit more mature. A lot of people seem to lose them on adding them to a new tank. What else is available locally ? Post back here with the options and people can give you a steer then just save some room for the neons for later on
