Diluting Prime or Pond Mela/Pimafix for smaler tanks

Prime dosage is 5ml (1 capful) for 50 Gallons. To make it easier for smaller tanks, I dilute it with distilled water to the 'aquaria standard' of 5ml per gallon.

I buy Pond Melafix and Pimafix and dilute to their standard dosage of 5ml per gallon, and refill my (non-pond) mela/pimafix bottles. Way cheaper.

1 parts Prime
4 parts water
i.e. 80ml prime + 320 ml H2O = 400ml

Pond Pimafix to 'standard' aquarium dosage of 5ml per 10 gallons:
2:3
2 parts pond Pimafix
3 parts water
i.e. 80ml pimafix + 120 ml H2O = 200ml (8 oz bottle size)

Why not just use an eye dropper for Prime?
 
Does diluting the prime in chlorinated water removie it's affect with dechlorinating?

I'm not a chemist, but IMHO, diluting say...100 ml of prime (which doses 1000 gallons!) with 400 ml of chlorinated water...means it negated the chlorine/chloramine in 400ml (~16 oz or 1/8 gallon). SO, in theory it would retain the capacity to neutralize the chlorine in 999.6375 gallons.

I use distilled water as I usually have it on hand for other things anyway, it's cheap and seemed the right thing for the job.
