dissolving CO2 in the water

i got this filter to add current, filtration and to dissolve the co2 at end of the left side tank. on the right i have a fluval 404 with a spong on the intank.

my question is, how well does other CO2 Reactor work such as this one. right now the co2 is coming out in a million bubbles floating around the tank before ending up poping on the surface. i have no idea how effective this is. i just added it a few mins ago. how long should i wait before i check the ph and kh to figure out how much co2 is really in my tank.

i am just starting doing plants and changing things slowly to best fit my needs.
 
I just use a powerhead to diffuse my gas, leaving zillions of tiny bubbles floating to the surface and popping. My DIY bottle keeps me around 30ppm with this terribly innefficient diffusion method. As for how long, I'd guess an hour or so would tell the tale.
